Senior IC product work at partial capacity: runs discovery interviews, writes specs and PRDs, grooms and sequences the backlog against an existing strategy, coordinates launches, and keeps delivery honest. Good ones raise the team's craft by example. The direction they execute must already exist and belong to someone.

PM or leader: how do you diagnose the gap?

Use the ownership test: list the quarter's three hardest product decisions and who made them. Made well by someone accountable: your gap is hands, hire the PM row. Landed on the founder, or unmade: your gap is the seat above, and a fractional PM would execute confusion faster.

The vetting checklist adapts down from the leadership version cleanly.

One structural clause matters more at this level: the reporting line. A fractional PM reporting to nobody drifts toward becoming an unauthorized strategist, the exact failure row 5 prices. Name the owner in the contract, even when the owner is the founder, and the engagement stays what you bought.

When does the PM hire become a leadership hire?

When the ownership test flips mid-engagement: the fractional PM keeps escalating decisions nobody owns, stakeholder conflicts stack, and the direction they were given stops surviving contact. That is the seat above announcing itself, and upgrading the engagement beats adding a second PM.

The upgrade conversation is easier than it sounds: the evidence the PM accumulated, the escalation log, is the role definition for the leadership seat, exactly the evidence-first sequence the hiring guide prescribes.
